City Council Members last Wednesday voted to take money from the city water utility to pay for day-to-day operations at City Hall about --$5 million annually when you add in a million and a half dollars in city salaries. Councilor Patti Bushee was the one dissenting voice calling the vote a raid on the utility that was unfair and illegal. She and others argued that a better decision for the funds would be to lower city water rates. KSFR's Zelie Pollon asked Bushee to explain how she saw the issue.
